Very attractive river scene. Not too much happening in the LLC though. And the motion bur is a little too much for me.

Water motion is pretty subjective, so you may find folks on both sides of the coin for this issue. You may not have even had a choice, given your f16, and the prevailing brightness of the day. However, when a choice is possible, I like seeing more detail in water such as this, meaning a much faster shutter speed would have been needed. Given a choice, somewhere between 1/8 sec down to about 1 second. I do like this smoothing effect that you have on coastal water scenes, or larger water areas, where it gives a surreal look to the water.
I do feel there is something going haywire with your processing - particularly in the lower left corner, and upper right corner. They seem abnormally bright compared to the rest of the image. Perhaps the rest of the image is abnormally dark, but my point is that the light doesn't seem to match well at all, most noticeable in the rock in the lower left corner.

I like the composition here with the sweeping curve of the river. This looks like a beautiful place.
I would also like to see a bit more detail in the water, but this is very subjective. One thing I can't figure out is the difference in the tones throughout the image. The tones seem to be quite cool in the URC and LLC and warm in the center of the image. I'm thinking this may be due to the ND you used, because they are notorious for causing color shifts. I would suggest trying to even the tones out just a bit.

Good comments above; I'll just echo that I really like the comp here.
