A magazine wants one of my photos, and they are specifying:
"JPG – compressed High Resolution 300 DPI, RGB, size 8 x 10".
When I input 8" x 10" and 300 DPI in photoshop, I get an image that even at 33% almost fills my 20" monitor.
Am I missing something or are their specs screwy?

10" at 300 dpi is 3000 pixels. Unless you have your monitor resolution set to 3000 pixels wide, it's going to fill your monitor screen. Just click fit to screen (in the Option bar when using the zoom tool) or use Ctrl-0 to see the entire image.
Their specs are for the printed page, not for screen viewing.

Another thing to remember is to keep the compression in the 10-12 range.
