I'll post a photo of the Syncline later today after my 24 hours are up.
Go to Hood River and go across the Hood River Bridge into Washington.
Head east on route 14.
Go through Bingen,
Not far past those big cliffs that rise right out of the side of the road look for a windy road that goes up the hill. I've forgotten it's name right now. There is a little pond west of the road and there is a parking area east of it.
Park there and walk towards the cliffs you see to the east on an abandoned road.
Follow the road past the east end of the cliffs and look for a trail heading up the hill.
Hike up that trail. At one point the trail makes a sharp turn back west but it f you continue straight you'll come across a stream. Look up hill and find the stream coming down the hillside.
There ya go! Wander to your heats content.
This is a real popular area for mt bike riders and flower people so don't expect to be alone.

The Syncline is more subtle, as far as flowers go, than Rowena or The Dalles Mtn Road. You won't get vistas of Balsamroot and Lupine, unless you hike all the way to the top of the ridge. Lower, the flowers tend to be smaller.
As far as the oaks go, we're still a couple of week away before they get they really nice yellow/green before fully leafing out.
Morning might be better, afternoon is good also. Either way, it'll start getting windy soon.
Andy, from now till summer it'll be an every changing tableau. I wouldn't say anytime is better than another, it's more up to you and what you like.
Curtis' article shows the approach very well.
