Photoshop suite upgrade WARNING

There are two people I know that have had a problem upgrading their CS2 suite package to the Photoshop CS3 only upgrade. Apparently if you have the suite you cannot just upgrade the Photoshop portion. One of them bought the CS3 ($199) upgrade from B&H and after having no success with the upgrade, contacted Adobe who confirmed that if you have the CS2 suite you cannot just buy the Photoshop upgrade but must buy one of their suite packages. B&H initially would not take the software back but then later confirmed this with Adobe and allowed the customer a refund on the software. He then bought the suite package for twice the price and the upgrade went through without issue.
Personally I had the CS1 suite and upgraded to the CS2 Photoshop only with no problem so this must be something new. My CS3 Photoshop only upgrade went through with no problem.
I've always supported and endorsed the Adobe line of products but this latest restriction seems so incredibly greedy that I feel I can no longer do that.
Has anyone else heard of this or experienced this problem?

There are significant changes in CS3 from earlier versions, including incorporation of the Macromedia product line in some of the bundles (Dreamweaver, Flash, etc). There are probably numerous known incompatibilities between previous releases and CS3. Rather than have support calls because some CS2 or earlier product bundle didn't work with a CS3 component, they probably are mandating that you upgrade your entire bundle to insure compatibility across all the components and mitigate those problem calls into their support center.

Walter,
Your response is certainly a very plausible explanation. I did forget to mention however that nowhere on the Adobe site is this upgrade restriction mentioned. If I am incorrect in that, I would love to be corrected.

Steve...they let you upgrade to ps cs2? I had the suite as well and they would not let me just upgrade to ps cs2. I fought long and hard, talked to many cs agents and their managers but no luck. I thought it was crazy that I was being penalized for purchasing more than what I needed and not being able to upgrade what I used.

Jonathan,
I didn't have the problem with the CS3 upgrade personally, probably because I had the CS1 suite not the CS2 suite. When CS2 was released I upgraded to Photoshop CS2 only without any problems. I also just installed the Photoshop CS3 only upgrade with no problems.
