Forks is a good central base for the things you want to do. I can't recommend any particular restaurant as I have always camped.
Recommended areas to visit: Hoh Rainforest; Rialto, Second, and Ruby Beaches; Sol Duc Falls; Hurricane Ridge (a little bit of a drive from Forks and there is a slight possibility that snow could be a problem that time of year).
If you are planning on going to Neah Bay I would recommend taking the approx. 3 mile, muddy in spots, hike into Shi Shi Beach (which I just got back from yesterday). Hands down the most scenic stretch of beach on the WA coast when you take into consideration the Point of Arches. To take full benefit of this area it would be best to backpack in for at least one nite.
Be prepared for a variety of weather conditions. Snow in Forks is highly unlikely late Oct but rain is highly likely.
