Alabama Bald Eagles

Has anyone photographed the bald eagles and waterfowl at Waterloo, AL? If so, are there any special restrictions by TVA for accessing the slough water and shoreline to photo waterfowl? Is it legal to carry a pop up blind into the area? I've looked at the TVA website and cannot find any info. Any help is appreciated.
