I bought the seculine remote for my camera yesterday and am having problems. It will focus the camera but will not actually fire the shutter (canon 30D)

Do I need to enable something or put the camera in a certain mode?

One thing that comes to mind is to perhaps try it using manual focus. The camera not being able to attain accurate focus may be the cause, depending on what mode, etc is selected.

Check the self timer and/or mirror lock-up hasn't be accidently set.
Put the camera in One shot auto focus mode, flip the switch on the lens to manual focus to be on the safe side, and see how that goes.

As Justin says, that could be your problem.

HOWEVER - are you sure you've not flicked the switch on the receiver to bulb ie: all the way over? Make sure switch is in the middle position.

Also make sure the transmitter switch is set to the middle position.
