Jones Pass might be just steep enough and rough enough that a passenger car might have problems with it. I've been up there several times and haven't needed to put the truck in 4WD, but that's not the same as a passenger car. I'd be surprised if you'll be able to drive all the way to the pass this year at all. There's always a huge snowdrift that stops access to the very top, and it usually stays through July in a typical year. Not that it matters, because you probably don't want to drive beyond the pass anyways, since the road is closed at the bottom of the hill on the other side and the scenic opportunities are back on top. The pass area is nice, with killer views of Pettingel Peak, and miles upon miles of tundra hiking opportunities along the CDT.
