Hey stephen I do all of my eagle shots along the mississippi river, from davenport iowa to bellvue iowa and sometimes dubuque ia.
I always shoot near the lock and dams, in downtown davenport near the dam is a casino, at the east end of there parking lot is a fenced in area you can drive into and get 100s of photos, i have there.
next up stream is leclaire ia along hwy 67, also a lock and dam, after that continue north to clinton iowa and hwy 30, go east on 30 into ill. when you get to the junction of 84 and 30 go left on 84, go north of fulton il until you see the sign for the lock and dam there. after that i would continue north cross the river north of savanna il into ia then take hwy 52 north to bellvue iowa ,nice little restaurants in that town, in the middle of town is another lock and dam, eagles feed near all of these locks in the open water for fish, there are always alot of birds at any of these locations
