I believe it is somewhere along Rock Creek, Scott.. Just kidding.
A bluff like the one shown in the link should be a prominent feature on a 7.5" topo map, I would think. You might try checking a library for topos of Pott County, and of course, take a detailed look at Rock Creek.

Wow, that is a good one... kinda looks like a Southwest area waterfall.
Hope you find it.

I'll give you a link to narrow it down some. You guys in Kansas actually have quite a few waterfalls, and have been researching them for just over a year, seeing as you guys are right next to us: "given a secret up for those kansas folks. :)
Kansas Geological Survey site, in which you can break down the areas you need ie; landscapes, waterfalls, etc. I am hitting a few of these including Cobra Rock this spring just for a small trip.

This is off topic but the guy who shot this image (Edward Robison III) moved to Eureka Springs last year and opened a gallery. An accomplished photographer and an artistic family to boot.
They had tragedy strike recently when their home and vehicles burned to the ground. They lost everything. He has a relief fund page set up on his website for anyone interested in helping them out in their time of crisis.
Thanks

Robison is also leading a prairie fire photography workshop April 3-5 for those interested. More info here.

Thanks everyone! I'll going to follow up on some of these leads and see what I can find. I had heard about the fire...Konza Press is also donating part of proceeds from some sales to help out the family recover from this. Actually I was going to email Edward and ask about the location of these falls and then read about the fire, I figured he probably has more important things on his mind right now. I would be a mess if I lost everything in a fire.

If you follow Rock Creek from it's ending point at Lake Perry and follow it upstream on google maps/earth you will see a couple of interesting bluff areas that might contain the waterfall:
