Elements 5 already has an integrated RAW converter.
If your camera is newer than a 2008 model, then chances are that E5's converter won't read those files.
In that case, you can convert the camera's RAW files to DNG files using this free DNG Converter which will allow you to use E5's RAW converter.
The free upgrade to Elements v.5.0.2may add support for your camera's RAW files.

If you are using a Nikon (nef file) you have to download a plug-in from

There absolutely is a raw converter with Elements. It's a slightly modified version of Adobe Camera Raw (which comes with full versions of Photoshop). It should be launchable from the "File" menu (it was in Elements 4). There are probably other ways to launch it from the organizer as well.
On another note, and maybe a point of confusion, it's not really a raw "editor". You don't edit the raw file - you convert it into a jpg, tiff, or psd file typically. That leaves the raw file alone.
