Best at sunrise when the sun lights up Handies Peak, but good all day long.

Joe, both sunrise and sunset are good at this location in my opinion. see http://www.flickr.com/photos/journeywithlight/1056176373 for a sunset example taken a few years back.

Actually, at sunrise Handies Peak is casting a massive shadow across American Basin, since it comprises the eastern wall of the basin. This time of year, when the sun is north of east/west at sunrise/sunset, either will work, as it lights up the American Basin crags that head the southern end of the basin. There's less wind in the morning, but usually more interesting clouds in the afternoon, generally speaking.

Hey Todd, would you mind if I contacted you directly with a few questions to get your sage like advice on some areas that I will be shooting in Colorado this summer.
