Hmmm... what Jack listed should work fine. Have you tried viewing the file directly in a browser, rather than with Dreamweaver?
I never found the a:active style to be helpful, so I've never used it. I believe it only applies during the actual mouse-click.

CSS is not necessarily particular to Dreamweaver. And Jack's response is on the money. The navigation link on my website use CSS in a similar manner (different options for color and underline). Can you post the URL where you're seeing the problem? I'd be happy to take a look...

Darren - Check and see if this works. Looks like you might be missing a semicolon. In your a:link style, you should have a semicolon after text-decoration: none.
a:link { color: #FFFF99; text-decoration: none; }

Oh, how I remember these frustrations. So glad I don't have to worry about all this proper coding stuff any more!
I can't lend a hand, but I do hope you get it figured out buddy. I would also like to take this opportunity to say, "Dude, where are some new photos from your southwest trip?!"
Back to your regularly scheduled programming...

It's in the file called link_underscore.css. You could just use a text editor to add the semicolon.

You can open a .css file in any text editor, like Notepad. However, I would assume that Dreamweaver has a way to edit text directly. Open that CSS file in Dreamweaver. There should be a way to switch between different views. GoLive offers 2 different views of CSS files, one where you can change things by selecting from dialog boxes, and one where you can edit the text directly. Or, like I said, you can do it in Notepad or something.

Arg, finally saw it...
The order of the elements in link_underscore.css needs to be link, visited, hover. You have link, hover, visited. Change 'em around, and that should fix it...
Not sure why Dreamweaver would mess up the order...
