I think it would be pretty difficult to get a good action shot with a 5D II. As great a camera it is, the FPS is too slow for that kind of work, even if the pictures would be awesome. I currently use a 7D + 500mm + 1.4 and love the camera for it's speed, but there are times when the the 21mp resolution is too much for the C-size sensor because of the noise and i end up with more soft images than I like. I am seriously looking for a 1D Mark IV with a frame rate of 10 fps and a 16mp H-size sensor. I think the balance of speed, resolution and low noise makes it the ideal tool for bird and wildlife photography. Hopefully some users of the 1D will chime in.

Both of the bodies Garry mentions are great for action photography, but they are both a lot more expensive then the price you mentioned you are wanting to spend. I believe it will be very hard to find a good action body for the price you are willing to pay. Maybe a used 40D or 50D. But watch out of the noise if you get the 50D it will frustrate you. IMO the 7D is the best action camera for the money (Canon), but it will run you around $1500 US.

I started wildlife photography with a 5D MK II and got some decent shots but, I also felt I needed more FPS so, I bought a used 1D MKIII. These are great bodies and can be found for under $2000. Would love to have the MK IV but, also one needs money for lenses. I feel for the money I have two great bodies for landscape, portraits and wildlife action shots. Good Luck with your purchase.

The two things you need are fast focus acquisition and tracking, and a fast frame rate. The 1D (mark III or IV) has both of these qualities but is way over your budget. Action is what the 1D was made for.
The focusing capabilities may be a little difficult to evaluate and compare, but the frame rate is a basic specification of the camera body. The 1D shoots 10 fps.compared to your 5D at 3.9 fps, almost 3 times faster. The 7D shoots 8fps and the 50D shoots 6.3 fps.
I think you'd probably want at least 6 fps. The 50D is the body closest to your budget. The 60D is less expensive, but slower.
