Looking at a guide book, I'd say it is a winter semi

I'm inclined to a Piping Plover. Do you have a shot that shows the bill a little better. And where and when was this taken?

It was taken in September in Prince Edward Island. This is the best I could do for the bill - cropped a lot.

Thick dark bill, paler overall and incomplete grey breast band = Piping Plover.

Hey Jim - thanks for the clarification - I was hoping it was a piping as they are an endangered species and I am so thankful just to see one. Much appreciated.
