Raptor ID Help?
We were at the zoo today and noticed this fellow. He(she?) wasn't an exhibit. He was a visitor, just like us. Also like us, he was quietly watching the ground squirrels, although probably for different reasons. I've been poring over both the Peterson's and Audubon guides with no luck, which leads me to think it might be a juvenile. Can anyone shed light on this? Any help is much appreciated.

Location is Winnipeg, Canada.

D300s, 70-200mm f/2.8 at ISO 400, 200mm, 1/400s at f/4.
