It does look like there is a bit of multiple exposure - the time lapse streaks and then the shorter exposure on some images to capture the city lights. Overall, I am fascinated by the streaks of light on the earth.

In related news... Astronaut Don Pettit, the creator of the images shared in the link above, returned to Earth earlier today on board a Soyuz space capsule.
