Could some person help me tru this so I can get a image to 48x48 p and small enough to upload

Rick-
Assuming you have PS or elements, with your crop tool enter 48px in horiz and vert boxes. Crop image. Go to File>Save for web. Use the slider to bring the image size down to 10k. Save to file.

Rick - If you're having trouble getting the file size small even as you lower the JPG quality, it's likely because of the meta data. If you're using Save for Web as Bob suggested, make sure to tell it not to save the metadata or profile, or anything but the image itself.
