When I print a good sunrise or sunset image, I am generally using premium lustre paper with the gloss optimizer on. Is that the best way to display that type of image or should I be using a different type of paper?

Lindy, IMHO there is no "best" way to print or display an image other than to do what pleases you. There are so many opinions and preferences concerning papers, canvas, metal, etc. that you'll never please everyone, so my advice would be to concentrate on pleasing yourself first.
You might be able to order a paper sample pack. If you can, download the latest profiles for those papers, install them and then run some test prints of the same image. This will give you a good idea which paper looks best, to your eye, for that type of image.
As Bill says, there are so many variables, you'll have to experiment and then decide which combination of paper/ inkset looks best for you.
