Ok, so I wrote the BLM, they disclaimed any involvement and directed me to the State Land Board. So I emailed them and got a response from the recreation manager.
In short, they agreed with most of my complaint, and blamed the BLM and Alamosa for wanting to increase traffic to the area (campground etc are on separate land than the actual falls--according to the state the falls are actually tresspassing!) Nothing like bureaucratic finger pointing!
They told me the cables were an "Eagle Scout Project"
That might explain why the cables were welcomed (ie, cheap) by the state and poorly designed.
They told me they would watch the falls closely this winter to see what happens, since they had witnessed numerous ice slips in previous seasons (funny, I assumed the cables were there for summer access)
Finally they said "if the cables don't help" (however that's determined) "they could be removed"
Bingo! So, I hope you will consider joining me in my petition: Unbolt Zapata!

I agree with you the cables should be removed and have signed the petition. While this project obviously shouldn't have been approved mine involved the renovation of my elementary playground. The school system did not have the funds or manpower and it wouldn't have happened any other way.

Jason, my remark wasn't addressed about you or any other scout (i was a life scout myself, and learned some valuable lessons from scouting) I was referring to questionable leadership in some cases. But agreed, that comment has no place here so ive removed it. No offense intended.
