I have CS5, would like to get the newest version of ACR. If it were you, would you upgrade, or get Lightroom 4. I currently do not have any version of lightroom.
CS6 has some nice features. The Patch Tool is excellent, the Spot Healing Brush and the regular healing brush have been improved, and I like the new interface more than that of CS5, among other things. If you order the Boxed CS6 Upgrade DVD, a 30 day trial version disc of Lightroom 4 is included (at least it was included when I ordered). You could at least install the Lightroom trial and see if you like it.
Since you have CS5, you should be able to get the upgrade price for CS6.

No is the short answer; however many plugins approximate those actions. Personally, I use both Lightroom for basic editing and CS6 for finishing (TK actions where necessary, resizing, sharpening, layering, masking, etc).

Chris,
For what it's worth, I took the "other road". I used CS5 & bought Lightroom 4, using it since April of this year. It has some tremendous new tools that give you much more control over different lights, darks, highlights, shadows, etc. along with other great features. Some of these are included in Camera Raw, but you have to buy CS6 to get those features there. Lightroom 4 worked really well with CS5 for me. I finally upgraded to CS6 for the other features mentioned above, not for compatibility with Lightroom.

I would stick with PS because the new features of CS 6 (as noted, plus a much improved Content Aware Fill and the fact that CS6 now automatically saves your work every ten minutes, which is a huge bonus to me! Here's a list of all of the improvements available. Not to mention that you get the vastly improved ACR which was worth the price of admission alone, IMO.
Both. If you are a production type Lightroom is a no brainer, but not at the expense of having the best, most powerful photo editing software on the planet: Photoshop CS6... I generally don't use Lightroom but go from ACR to CS6.

I would upgrade to CS6 personally. I don't use LR (I use Capture One 6 for my RAW converter). IMO, there is no comparison between the two, CS6 FAR outperforms LR.
