Dear members,
Kindly tell can we edit Google or other free download images for graphic manipulation, digital designing or Photo painting or we can add other elements to reproduce them different.
So we can create a different Art to reuse.

Please don't download images thinking they are free from Google. Every image is copyrighted at the moment of creation and just because Google indexes them for searching does not mean you can use them or create a derivative work from them. That would be in violation of copyright laws. If the artist or photographer mentions on their site that you are able to use their images great but don't assume that every image that appears on Google's Image Search is free.
Thanks for your valuable comments .. But Many Times I saw artist sell the derivative work of celebrities photos like Merlin , Elvis, and others . They reproduce in different way,, Than how they can ?
What you probably don't see is those people getting sued, for instance recently on Zazzle or Red Bubble a person created an art work that depicted Bob Marley, the lawyer for his estate contacted that person.
It would be more ethical to create your own work and certainly more legal. Creativity comes from within not from things that are stolen
Wow, Mia, thanks for sharing. On FineArtAmerica people are constantly making sales of well-known images of celebrities, from older ones such as Elvis and, indeed, Bob Marley, to current ones such as Justin Bieber. As you say, it would be interesting to know what the legal repercussions of these sales are--that's something we don't see.
There is a licensing term for this type of thing: art reference or art rendering. I've charged licensing fees to artists who have asked to use my images for these purposes (yes, they do ask occasionally, which is nice ;). If you want to use a photo for such a purpose you should expect to pay a fee.
Nancy I started discussion because I saw people are earning on FineArt America . so it interesting to know me that it is illegal and ethically wrong.. Thanks to all who are cleared my doubts
Richard and Mia are right on with their comments. I appreciate that you asked the question, Manjot!
What my mother taught me is still THE rule of thumb: "If it isn't yours, don't touch it." For artists and photographers, this means: If it didn't come from you tripping the shutter on your own camera, it isn't yours. Don't touch it. Ask permission from the creator of the work before you touch it. Get permission in writing.
A lot of people doing something does not make it right. It just means that a lot of people have made wrong assumptions or have made a decision to take someone else's stuff hoping they won't get caught; they have lost their moral compass.
Thanks Catherine you answer is very much right. I was asked because I was seeing the both sides of picture where either we can reuse or other will be reuse our images, so I received the valuable support from your end ..

Just because Google ("or other free download") shows you someone's image that doesn't mean it is FREE for someone to steal and reuse.
If you want to incorporate someone else's artwork into your own then you should get their permission to do so.

This sums it up perfectly, Mia!
