I've used NSDesign for some websites for almost 10yrs now - not necessarily the cheapest/best packages around, but they've generally given good service/value for smaller sites with lower bandwidth/space requirements. They're in Glasgow, but recently their tech support has switched out to India... but has still been relatively helpful. Sensible packages for sensible prices.

If you want more bandwidth/disk space, then another to look at is Lunarpages.com - they have a UK number somewhere, but are a bigger player in the market. Again, prices relatively OK and they don't try to penny pinch and charge you for every SQL database you want etc. They seem to have been reasonably reliable over the last 4-5yrs too.

Newer ones on the market now are photographer sites like Photoshelter and Zenfolio which can offer some ready to go site templates to get you up n running quickly.
