I recently had to replace my PC, and have installed Photoshop CS4. I'm running Windows 8.1 64 bit. I am having trouble with not being able to see a live preview of the marquee while I am selecting the rectangular mask, lasso and the magic wand marquees are not visible live during the command. In addition to that, Most any image adjustment command does not show in the preview until I accept the adjustment, and still not visible until I switch to another view (F key). This is particularly aggravating with rectangular and lasso, as well as any other of these commands.
I can understand your frustration. That behavior would drive me batty.
CS4 is pretty old, and likely cannot be updated for the latest OS's, especially Win 8.1. I am unsure if there is anything you can do to fix this.
My advise would be to get Photo Shop CC. The subscription price for PSCC and Light Room is not too bad.
Be sure to Deactivate, completely uninstall CS4, and reboot before installing PSCC.

Bill, if you haven't done the CC subscription yet and are still hoping to get your CS4 version running, there's one thing you could try: right-click on either your desktop shortcut or the Photoshop.exe file itself and choose Properties. When that form pops up, do two things: Mark the box to run PS as Administrator, and set the compatibility for Windows XP SP3. That might work. If not, then it may be time to consider CC. I'll take a chance here and say that once you see the improvements in selections and printing and ContentAware and that wonderful Camera Raw Filter, as well as the new algorithms for noise reduction and sharpening in ACR, you'll be quite pleased. Throw in Lightroom and a MUCH better Bridge and synchronized settings if you use both installs, and it's quite a power house for the price of two lattes a month. Oh, and you will always always be on the latest version, always. Quite awesome and convenient. But do try the properties thing on CS4, be interesting to see if it works.

Usually CS4 installs both the 64 and 32 bit versions. Does the same thing happen in both? Also, you could try turning the graphics card support off if you have it enabled.
I don't have CS4 installed anymore, but it should be something like "Edit -> Preferences -> Performance -> Enable Graphics Processor".

Thanks for you response, guys. I have decided to go ahead and install CC on the computer. On my laptop
I still have CS4 installed, and it works fine, but probably can put CC on it as well.

Did you get your issue with CS4 resolved?
If so, how did you do it?
