We have a flora pick for WP that occurred 12 minutes after midnight, EST, on the 14th of March.. The photographer is on PST, so he would have posted on 9:12 PM PST on the 13th. Is there a set rule to cover this?

Did you mean "14 February"?
My take is that since the poster acted in good faith and posted the image before the deadline according to their time zone, that should be OK. However, it's up to Jim to give a final reading on this.
