I am looking to purchase a refurbished or gently used D7200 (saving $'s for next lens). Other than the "big" three: Nikon, Adorama and BandH are there other stores (online or off) that are "safe"? Stores to avoid?
Additional questions to ask, in addition to: shutter count, country of origin, proof of Nikon refurbishing, etc..??
Sharon, KEH is the most reputable "used" outlet I've ever worked with over many years now. I have no idea what these D-7200's go for in a used fashion, but KEH presently has a EX+ rated unit listed. Their ratings are ALWAYS conservative. Additionally, if you do find any issues under a warranty period they will stand behind the product without hesitation.

I've used Cameta Camera in New York for a refurb Nikon lens. Factory refurbished, functions correctly, and it looks and feels like new. They list the D7200 refurb in stock:
I also bought a refurb D7200 from Adorama back in February for $300 or so less than the D7200 I bought new from B&H. Again, factory refurbished, with all accessories, functions properly, and it looks and feels like new.
Hi, Sharon - KEH is my first choice, and have also, like Richard, had only A+ experiences with Cameta as a secondary.
I'd buy from either without hesitation.
One hint - many people are probably going to get new cameras for Christmas, so my bet is that KEH and Cameta are going to be over-run with their old gently used like-new cameras that people will turn in. Might get some exceptionally-good values in a couple weeks, after Christmas.
Good luck!
Sandy

Just a point of clarification:
- KEH sales used gear.
- Cameta sales factory refurbished gear.
I've bought from KEH in the past, and have sold them cameras I no longer needed after upgrading. As Paul says KEH is very conservative in their grading and you will likely be very pleased with the condition of anything you buy from them. But you can often find a like-new factory refurb for the same or even less money than a top condition KEH used item.

I agree with the recommendation of KEH, they're honest and excellent. I make it a practice to stay far away from re-furbished; I've heard too many horror stories. Used is another story though; I have purchased LOTS of used equipment over the years and, so far, have only been burned one time (TCe14 that had to be sent to Nikon immediately after purchase). I have purchased 6-7 used pro bodies and paid just a fraction of new prices and all worked perfectly. I might be somewhat leery of purchasing non-pro bodies unless you purchase them from a very reputable company (ie, KEH).

I had a good experience with Cameta and they are in same area as Nikon so get many refurbished items.
