This is a very large crop. But the face looks more like a Peregrine, but the tail markings are confusing. Thanks for any help.

Probably a Peregrine, although the tail looks more like a Merlin. Sorry I'm not much help.

Belly and tail markings would tend to favor female Kestrel to me.
